What\u2019s more, when a state establishes a lottery, the policy choices that officials make in their initial years of operation are often quickly overtaken by the industry\u2019s continuing evolution and by other factors such as public perceptions about compulsive gambling or the alleged regressive effect of lottery play on poorer households.
